It's the name of a recording on one of these CDs: <a href="http://www.hauntedink.com/25/conet.html" rel="nofollow">The Conet Project</a>. I first heard about it on NPR. The Wikipedia article on Wilco says they got in trouble for using that title without permission, but I can't see how since the original recording was public domain anyway.
