However, I don't expect any cuts in spending from Congress or the President. Cutting spending isn't what Governments do; people don't get reelected by cutting spending. I was thinking of a caption similar to yours, Dawn. Maybe something like, "See, if we just bulldoze all of this right here and sweep it into the river, we could build a beautiful Navy base where we could train more killer dolphins."
